Designer Activeness - Keeping Your Rank

There is an old rule for Designers that we haven't really followed. This rule wasn't official and wasn't written in the Designer application. But now I'll be enforcing that rule, one to make sure our higher ranks have a reason to stay active and two, to maintain organization and avoid higher ranks who's never on ... and suddenly appears out of no where with one of the highest ranks on CB.
