Permissions for Elite

I have have been using Elite for about half a day and I found a command which I think would benefit the experience and isn't adding anything but connivance.

It is - /repair all - We have the ability to repair stuff anyway with creative but it takes a while so I think it would help a lot without making the rank more any over powered.
